The impending retirement of Chief Reynato S. Justice Puno has created a raging controversy not only in the legal and political circles, but also among concerned citizens. The looming vacancy in the highest court of the land gave the incumbent president the convenient excuse to insist on appointing the next chief justice with or without the list of nominees from the Judicial and Bar Council (JBC). In light of this disconcerting development, we, the ALSP, take the position that it is no longer within PGMA’s power and authority to appoint the next Chief Justice considering that the vacancy of the position shall occur within the period of the Constitutional ban on midnight appointments (March 10-June 30). We would like to send this sentiment across Malacañang and show that the Filipino youth, our patriotic professionals and our vigilant citizens will stand against the unconstitutional act of making a midnight appointment of the next chief justice. To this end, ALSP will organize and convene a solidarity march on 08 March 2010 from 10:00 a.m. to 1:00 p.m. around the vicinity of the Supreme Court and the JBC. This date is an opportune time to hold the march because it is the last day when the JBC meets as a body before the ban on appointment starts on 10 March 2010. The objective of the solidarity march, with expected participants numbering two hundred (200) to three hundred (300) people, is to call upon all concerned, especially the Supreme Court and the JBC, to be steadfast and defend the integrity and independence of the Supreme Court and the Judiciary against any and all attempts to capture the same by unconstitutional means, including the intended midnight appointment. The solidarity march will be preceded by a press conference and a brief opening program to be held at Max’s Restaurant, Orosa-Ermita Branch, and will thereafter traverse the northbound lane of Maria Y. Orosa, the eastbound lane of T.M. Kalaw, the southbound lane of Taft Avenue, the westbound lane of Padre Faura, and will culminate at the UP-Manila campus, where a short closing program will be conducted and a simple lunch will be provided.

More than 600 members from various sectors of society joined the so-called "solidarity march" toward UP Manila in Ermita, Manila last Monday.
The marchers included members of the Association of Law Students of the Philippines (ALSP), AKBAYAN, Bayan-Muna, Integrated Bar of the Philippines (IBP) Pasay, Parañaque, Las Piñas, Muntinlupa, Makati Chapters, IBP Makati Chapter, Alternative Law Groups (ALG), Supreme Court Appointments Watch (SCAW), UP Collegian (Manila), and Tau Kappa Phi (FEU).
Law students from different universities clad in black t-shirt bearing the message "No to Midnight Chief Justice” joined the march, chanting “bastusan tigilan, hukuman ipaglaban.”
Protesters carried effigies of President Arroyo and a man clad with a judge's suit who represents the would-be midnight appointee of the President.
Charlotte Silungan, chairperson of ALSP-National Capital Region, said different groups from various sectors of society held the solidarity march to urge the SC and the JBC to "defend the integrity and independence of the Judiciary."
SOME 300 students, civil society, and militant groups joined forces Monday during a “Solidarity March,” urging the High Court to rule against the “midnight appointment” of the next chief justice by President Gloria Macapagal-Arroyo.
Donning black T-shirts and flashing placards with logo “No to Midnight Appointments,” the protesters started their march at past 11 a.m. along Ma. Orosa St., traversing UN Avenue, Taft Avenue and culminated on Padre Faura Street at the gate of University of the Philippines (UP)-Manila, just beside the Supreme Court (SC) gate, where they held a short programme.
MANILA, Philippines – Some 300 law students, former government officials and members of several civil society and militant groups on Monday held a “solidarity march” urging the Supreme Court (SC) not to give in to petitions seeking to allow President Gloria Macapagal-Arroyo to appoint the next SC chief justice.
The marchers, mostly wearing black shirts emblazoned with slogan “No to midnight appointment of Chief Justice,” gathered in front of the Court of Appeals (CA) building on Maria Orosa Street before marching along UN and Taft avenues.
They were composed of members from the Association of Law Students of the Philippines (ALSP), Akbayan party-list group, Integrated Bar of the Philippines (IBP) – Pasay, Paranaque, Las Piñas, Muntinlupa chapter, IBP-Makati Chapter, Alternative Law Groups (ALG), Supreme Court Appointments Watch (SCAW), University of the Philippines Collegian (Manila), National Union of People’s Lawyers (NUPL) and and Tau Kappa Phi (Far Eastern University).

The Solidarity March was organized by the Association of Law Students of the Philippines, and with representations from the groups Akbayan, Bayan Muna, Integrated Bar of the Philippines (Pasay-Paranaque-Las Pinas-Muntinlupa chapter; Makati chapter; Southern Luzon chapter; Eastern Visayas Region chapter); Tau Kappa Phi Fraternity and Portia Sorority of Far Eastern University; The Manila Collegian; Alternative Law Groups; and the Supreme Court Appointments Watch as convenors.
Also in attendance were former Cabinet officials of the Arroyo administration namely Cesar Purisima (Finance), Teresita Deles (peace adviser) and Avelino Cruz (Defense), who returned to private law practice as senior partner of the CVC Law, previously the Villaraza, Cruz, Marcelo, and Angangco law offices, more popularly known as “The Firm,” after his resignation.
This campaign against midnights appointments should include all appointees in the Regional Trial Courts with highly questionable character (eg. wife of Arroyo military generals, etc...)

Earlier in the day, the groups, including several chapters of the Integrated Bar of the Philippines (IBP), Alternative Law Groups, Association of Law Students of the Philippines (ALSP), Former Senior Government Officials (FSGO), party-list groups Akbayan and Bayan, and law school organizations massed up in front of the high tribunal to protest President Gloria Macapagal-Arroyo’s possible appointment of the next chief justice.
The groups said the President’s attempt to appoint the next chief justice is another strategy to extend her influence over government institutions after her stint in Malacañang.
